在數個世紀之後，人類重新回到封建時代，那些最強壯、最殘忍的人逐漸掌握權力和財富。在被稱作“不毛之地”的地方，由七個相互敵對的貴族爵爺分割統治，他們壟斷了一切日常生活的必須物資，在忠實軍隊“剪刀手”的協助下推行鐵腕統治。而“剪刀手”的地位遠遠高於普通人，因此他們願意為主子犧牲性命。很少有“剪刀手”能活過30歲，但Sunny（吳彥祖飾）並不是普通的“剪刀手”。他精通武術，令人畏懼，並很快成為貴族Quinn（馬爾頓·索克斯飾）的首席“剪刀手”、最信任的顧問和攝政大臣 。
